Manuscript on vellum, written in 1884 by numerous hands. Each leaf was written by a different scribe in a different community, and then was signed by numerous dignitaries, functionaries and communal leaders. All told there are some 1560 signatures. Some of the communities represented are Warsaw, Moscow, Riga, Mitau, Odessa, Bialystok, Karlin, Minsk, Brest-Litovsk, Yekatrinoslav, Mezritch and Vilna.
